because the bonds are different. i don't know if you know this, but in graphite the bonds are of a sp2 hybridization. this means that the molecule occupies a bigger space and is weaker. it's like the concept of gases. because their bonds are weak, they occupy a bigger space, and have no resistance to speak of. that's what happens on graphite.
diamond on the other hand has more durable, strong bonds known as a sp3 hybridization. this causes it to become increasingly powerful. it creates a network structure, opposed to the layered structure of the graphite.
