The hay-bale needs to be up off the ground- a saucer shaped dish supported by three angled legs should do that. Make air-holes to allow air to flow through the hay and moisture to drain out the bottom.
The top of the hay-bale needs to be protected from rain and snow- a cone shaped metal "roof" will do this. Make it stick out a couple feet beyond the edges of the hay-bale.
The roof will need support- attach it to the base with metal bars. they should be far enough apart so the cattle can feed but not so far apart that a cow head could accidentally get caught in there. Some of the bars will need to be move-able so that the hay-bale can be loaded in.
You could build something like this out of wood but i don't know how many seasons it would hold up to. If you try building with wood remember not to use pressure treated because it contains agents that are poisonous to people and animals.
